Pawel, employ\u00e9 du Mus\u00e9e d\u2019Art Moderne de Varsovie et militant du syndicat Culture d\u2019IP,&nbsp;<a href=\"https:\/\/www.ozzip.pl\/\">Inicjatywa Pracownicza<\/a><em>&nbsp;[Initiative des Travailleur\u00b7euses]<\/em>&nbsp;nous re\u00e7oit pendant sa pause d\u00e9jeuner dans leur local situ\u00e9 \u00e0 la fac d\u2019arch\u00e9ologie de la ville.<\/p>\n\n\n\n<p><strong>Est-ce que tu peux nous d\u00e9crire le d\u00e9veloppement d\u2019IP Kultur ?<\/strong><\/p>\n\n\n\n<p>Depuis quelques ann\u00e9es, il existait d\u00e9j\u00e0 des groupes du secteur de la culture \u00e0 Wroclaw, Poznan et Krakow mais en&nbsp;<strong>2019<\/strong>, IP Kultur a commenc\u00e9 \u00e0 s\u2019organiser \u00e0 Varsovie.<\/p>\n\n\n\n<p>Pendant \u00ab&nbsp;la nuit des mus\u00e9es&nbsp;\u00bb qui est un \u00e9v\u00e8nement o\u00f9 tous les mus\u00e9es sont ouverts gratuitement au public, nous avons fait une grande banderole de 10 m&nbsp;<em>\u00ab Pelna kultura, pusta konta&nbsp;<\/em>\u00bb litt\u00e9ralement traduisible par&nbsp;<em>culture pleine, salaires vides<\/em>.<\/p>\n\n\n\n<p>Nous avons utilis\u00e9 cette banni\u00e8re avec un groupe de personne d\u00e9j\u00e0 syndiqu\u00e9es \u00e0 IP devant un maximum de mus\u00e9es de la ville, passant d\u2019une institution \u00e0 une autre. L\u2019action a \u00e9t\u00e9 un succ\u00e8s et a largement \u00e9t\u00e9 relay\u00e9e dans les m\u00e9dias et nous a permis de d\u00e9velopper des syndicats dans diff\u00e9rents lieux culturels.<\/p>\n\n\n\n<p>Dans le m\u00eame temps nous avons \u00e9crit un rapport d\u00e9taill\u00e9 de l\u2019\u00e9tat des conditions de travail avec 5 revendications majeures que nous avons envoy\u00e9 au minist\u00e8re de la Culture&nbsp;:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Impossible de vivre de notre travail&nbsp;: nous demandons une hausse de salaire de 1564 Zlotys (363 euros)&nbsp;!<\/li><li>Nous demandons une augmentation annuelle suivant le taux de l\u2019inflation&nbsp;!<\/li><li>\u00c9galit\u00e9 salariale entre hommes et femmes, pour le m\u00eame travail, m\u00eame paie&nbsp;!<\/li><li>Nous souffrons d\u2019ins\u00e9curit\u00e9 de l\u2019emploi, nous ne voulons plus de contrats pr\u00e9caires&nbsp;!<\/li><li>Nous voulons plus de transparence sur les r\u00e8gles de nos r\u00e9mun\u00e9rations&nbsp;!<\/li><\/ol>\n\n\n\n<p>Suite \u00e0 ces \u00e9v\u00e8nements un grand nombre de membres nous ont rejoint.<\/p>\n\n\n\n<p><strong>En 2020<\/strong>, pendant la pand\u00e9mie, nous avons lutt\u00e9 pour obtenir des compensations salariales pour les travailleur\u00b7euses les plus pr\u00e9caires, qui avaient des contrats temporaires et qui ne pouvaient pas bosser \u00e0 cause des fermetures des lieux culturels.<\/p>\n\n\n\n<p><strong>En 2021<\/strong>, l\u2019inflation en Pologne \u00e9tait l\u2019une des plus importante d\u2019Europe, en plus la guerre commen\u00e7ait en Ukraine, beaucoup de gens sont arriv\u00e9s en m\u00eame temps et le prix des loyers s\u2019est envol\u00e9. Nous avons lanc\u00e9 des campagnes de soutien contre la hausse des loyers et pour la hausse des salaires.<\/p>\n\n\n\n<p><strong>En 2023<\/strong>, nous avons commenc\u00e9 \u00e0 organiser le personnel non-p\u00e9dagogique d\u2019\u00e9coles sp\u00e9ciales.<\/p>\n\n\n\n<p><strong>En 2024<\/strong>, nous programmons une campagne de hausse des salaires avec d\u00e9j\u00e0 une manifestation \u00e0 ce sujet, le 11 janvier devant le minist\u00e8re de la Culture.<\/p>\n\n\n\n<p><strong>Et aujourd\u2019hui, on en est o\u00f9 \u00e0 IP kultur?<\/strong><\/p>\n\n\n\n<p>Aujourd\u2019hui nous avons une grosse trentaine de syndicats de la culture sur l\u2019ensemble de la Pologne et revendiquons un peu plus de 1000 membres. Il faut savoir qu\u2019il faut plus de 10 membres pour d\u00e9clarer un syndicat au sein d\u2019une entreprise. Dans mon mus\u00e9e nous sommes une trentaine de syndiqu\u00e9\u00b7es \u00e0 IP. Il arrive maintenant qu\u2019IP soit le seul syndicat sur certains lieux de travail. A Varsovie, il existe une douzaine de comit\u00e9s qui syndiquent, les technicien\u00b7ennes, administrateur\u00b7trices, logisticien\u00b7ennes et autres personnels du milieu culturel. Il n\u2019y a pas d\u2018artistes syndiqu\u00e9\u00b7es. Pour le moment, il n\u2019existe qu\u2019une association OFSW qui a plut\u00f4t une orientation lib\u00e9rale et qui a particip\u00e9 \u00e0 la d\u00e9fense de certains directeurs d\u2019institutions qui se faisaient virer par le pouvoir tr\u00e8s conservateur de l\u2019ancien gouvernement. Par ailleurs, nous n\u2019avons pas leur soutien pour les actions de hausses de salaires et de d\u00e9fense de conditions de travail.<\/p>\n\n\n\n<p>Nous avons aussi un groupe de technicien\u00b7ennes de la culture en Freelance, ils doivent travailler au moins 6 mois dans l\u2019ann\u00e9e dans la m\u00eame institution pour pouvoir officiellement se syndiquer.<\/p>\n\n\n\n<p><strong>IP c\u2019est quoi ?<\/strong><\/p>\n\n\n\n<p>IP est une conf\u00e9d\u00e9ration syndicale cr\u00e9\u00e9 en 2000 par un groupe de militant\u00b7es anarchistes autour du squat de Rozbrat \u00e0 Poznan. Aujourd\u2019hui, la Conf\u00e9d\u00e9ration a des sections dans les domaines les plus pr\u00e9caris\u00e9s de l\u2019industrie, de l\u2019\u00e9ducation, de la logistique, de la sant\u00e9 &amp; du social, de la culture, du b\u00e2timent, de la restauration\u2026 Le syndicat a une section particuli\u00e8rement importante \u00e0 Amazon, comptant plus de 1000 adh\u00e9rent\u00b7es.<\/p>\n\n\n\n<p><strong>Comment \u00e7a marche&nbsp;?<\/strong><\/p>\n\n\n\n<p>En ce moment IP revendique environ 6000 adh\u00e9rent\u00b7es. En ce qui concerne les cotisations, nous cotisons \u00e0 hauteur de 3,50 euros par mois, incluant 1 euro \u00e0 la Conf\u00e9d\u00e9ration par mois.<\/p>\n\n\n\n<p>La Conf\u00e9d\u00e9ration emploie au niveau national, 2 personnes \u00e0 mi-temps, un administrateur et un juriste et demande r\u00e9guli\u00e8rement plus de services \u00e0 un cabinet d\u2019avocats\/juristes du travail. Nous avons besoin de bien plus pour r\u00e9pondre au besoin de nos adh\u00e9rent\u00b7es. La Conf\u00e9d\u00e9ration loue un bureau \u00e0 Poznan et a obtenu le droit \u00e0 un bureau \u00e0 l\u2019universit\u00e9 de Varsovie.<\/p>\n\n\n\n<p>Nous avons un congr\u00e8s tous les 2 ans qui mandate un comit\u00e9 national de 13 personnes. Pour le moment, il n\u2019existe pas de f\u00e9d\u00e9rations de branches, ni territoriales, notre organisation repose sur l\u2019autonomie des structures locale ou de bo\u00eetes mais vu notre croissance rapide, plusieurs commissions dont celle de la culture demandent \u00e0 cr\u00e9er des f\u00e9d\u00e9rations pour administrer plus facilement nos syndicats.<\/p>\n\n\n\n<p><strong>Pourquoi les gens se tournent vers IP ?<\/strong><\/p>\n\n\n\n<p>En g\u00e9n\u00e9ral, les gens nous rejoignent parce que le syndicat est actif, militant, transparent, mais aussi parce que le montant de nos cotisations est peu \u00e9lev\u00e9 et que nous sommes ind\u00e9pendants de tout parti politique.<\/p>\n\n\n\n<p>Nous avons aussi r\u00e9ussi \u00e0 r\u00e9pondre \u00e0 de nouvelles demandes. IP a de nouvelles sections suite au contexte actuel. Pendant longtemps la Pologne a \u00e9t\u00e9 un pays d\u2019\u00e9migration ou beaucoup de gens sont partis travailler partout en Europe et dans le monde. Depuis peu, la Pologne est aussi devenue un lieu d\u2019immigration nous apportant, du point de vue syndical, de nouvelles probl\u00e9matiques. Beaucoup d\u2019entre nous et de nos structures se sont port\u00e9s volontaires pour soutenir les gens fuyant la guerre en Ukraine et en Bi\u00e9lorussie. Au d\u00e9but dans l\u2019urgence de la situation humanitaire, maintenant dans une d\u00e9fense de droits en tant qu\u2019\u00e9tranger\u00b7\u00e8res travaillant en Pologne. Par exemple, un groupe d\u2019aide \u00e0 la personne pour la plupart ukrainien\u00b7nes s\u2019est d\u00e9velopp\u00e9. A Wroclaw, un groupe de Sud-Am\u00e9ricains travaillant dans le domaine agricole s\u2019est aussi cr\u00e9\u00e9. Nous \u0153uvrons de plus en plus dans l\u2019aide \u00e0 l\u2019obtention de visas pour travailler en UE, nous produisons du mat\u00e9riel de communication en plusieurs langues, ce qui nous a permis d\u2019aider et de d\u00e9fendre une diversit\u00e9 de travailleur\u00b7euses de plus en plus importante.<\/p>\n\n\n\n<p><strong>Les autres syndicats\u2026<\/strong><\/p>\n\n\n\n<p>Le taux de syndicalisation est tr\u00e8s bas en Pologne, seul 15% des employ\u00e9\u00b7es \u00e0 plein temps sont syndiqu\u00e9\u00b7es.<\/p>\n\n\n\n<p>Il existe en Pologne, 3 grosses centrales syndicales tr\u00e8s bureaucratiques, \u0153uvrant au dialogue et \u00e0 la paix sociale. Parmi eux, le syndicat&nbsp;<em>Solidarnosc<\/em>&nbsp;est le syndicat le plus pr\u00e9sent sur l\u2019ensemble de la Pologne mais nous ne travaillons pas ensemble puisqu\u2019ils ont une vision tr\u00e8s r\u00e9actionnaire, coop\u00e9rants avec les institutions, et ont pris position contre l\u2019avortement par exemple.<\/p>\n\n\n\n<p><em>Propos recueillir par F. He\u2019s hosting us during his lunch time in their office located at the archeology university.<\/p>\n\n\n\n<p><strong>Could you describe us how IP Kultura grew up those last years ?<\/strong><\/p>\n\n\n\n<p>Since few years, few IP members working in theaters started to create some groups in Poznan, Wroclaw and Krakow but nothing in Warsaw. In 2019 we decide to start something over in Warsaw.<\/p>\n\n\n\n<p>During the night of museums, which is a night where all museums are free for everyone, we decided to make a huge banner of 10m whilde, stating, \u00ab HIGH CULTURE, LAW WAGES&nbsp;\u00bb and to bring it all over a maximum of differents cultural places. Standing with it, and giving out IP leaflets. This action was big in a media and gave us opportunity to build lot of contacts all over Poland and to develop many comittes in Warsaw. In the mean time, we wrote a report about working and leaving conditons in Warsaw when you are a cultural worker based on five mains demands that we published and send to the Ministry of Culture. Those 5 demands where:<\/p>\n\n\n\n<p>1.Unable to make a living, we demand the increase of gross base salary by 1564 Polish Zlotys, (363 euros)<\/p>\n\n\n\n<p>2 With real wages dropping each year, we require the annual wage valorization adjusted to the inflation rate!<\/p>\n\n\n\n<p>3 Earning less doing exact same jobs, we claim the right to equal pay!<\/p>\n\n\n\n<p>4 Suffering from job insecurity, we demand that decision-makers put an end to outsourcing and junk contracts!<\/p>\n\n\n\n<p>5 Kept in the dark about unequal pay rates, we demand full transparency regarding rules of remuneration!<\/p>\n\n\n\n<p>In 2020, during the pandemic, we faught to get salary compensation for the most precarous workers which were on the most junk contracts, and not able to work cause of the general lock down of the business.<\/p>\n\n\n\n<p>In 2021, Inflation in Poland was one of the biggest in Europe, Ukrainian conflict start lot of people came on the same time, and the landlords start to increase rents. We did a campaign to maintain rent and increased salaries.<\/p>\n\n\n\n<p>In 2023, we started to get organise with non pedagogical staff of special schools for children with disabilities.<\/p>\n\n\n\n<p>In 2024, we plan a campaign to increase salaries and we ll have a demonstration next week on the 11th of january during the City Council.<\/p>\n\n\n\n<p>Whats going on on IP nowadays ?<\/p>\n\n\n\n<p>Right now, we are about 32 cultural comitees spread all over poland and we claim about 1000 members. In Poland we need more than 10 workers in the same workplace to be able to create a union committee. In our museum we are about 30 unionized at IP. It happen sometimes that IP is now the only working union of the place.<\/p>\n\n\n\n<p>In Warsaw there are 12 workplace committees unionising technicians, administrators, cleaners, logisticians working in cultural sector. For now there are no artists involved in IP. There is an artists NGO, OFSW, which is liberaly orientated, and fight with us to keep some directors which the last very conservativ government was wanted to fire. But concerning social points, as salarial increasing they never took part of any action together with us.<\/p>\n\n\n\n<p>There is also a group a freelancer of culture but they need to work at least 6 months on the same working place to be unionisable.<\/p>\n\n\n\n<p><strong>What s IP exactly?<\/strong><\/p>\n\n\n\n<p>IP is a trade union confederation started in 2000 by a an anarchist group of squat in Poznan, Rozbrat. Nowadays, IP has sections in the most precarised sectors, industry, logistics, health and care, construction, restaurants. \u2026 IP has a big section in Amazon with about 1000 members.<\/p>\n\n\n\n<p><strong>How it works ?<\/strong><\/p>\n\n\n\n<p>Nowadays IP claim more 6000 members. Our due is 3,5 euros monthly including 1 euro a month directly for the confederation. Conferation is employing 2 workers half time, one administator and one lawyer. But it s really not enough to answer all demands of our members. We are renting an office in Poznan and got the right to get one in the University of Warsaw. We have a Congress every 2 years which is electing a 13 peoples National Committee. For now there are no federations of branches or territorial all decision are taken local or in a workplace committees. Seeing our fast developing, some federations will be asked to coordinate at the next congress to administrate more easly our unions.<\/p>\n\n\n\n<p><strong>Why people choose IP ?<\/strong><\/p>\n\n\n\n<p>Generaly people choose IP because the union is active, militant, transparent, and also independent of any political party. I think, that is also because we manage to answer some new questions.<\/p>\n\n\n\n<p>For longtime Poland was an emigrating country where many people left to work all over Europe and even all over the world. Since those last 5 years, Poland became an immigrating country bringing union new problems. A lot of us went volontering to help peoples chased by war from Ukraina and Belarus, first in humanitarian first help and now to defend the rights of those peoples who are foreign workers in Poland. For exemple a group of ukrainians domestics workers came up, also in Wroc\u0142aw a group of Latin Americans working with agriculture and wood processing was created. We are doing more and more help to foreign workers by producing papers and propaganda materials in few languages, helping to increase our diversity of workers involved in IP.<\/p>\n\n\n\n<p><strong>Other unions in Poland ?<\/strong><\/p>\n\n\n\n<p>The rate of people unionised in Poland is low, about 15% of people working on full time contract. There are 3 big union centrals, very bureaucratics, sitting in teh Social Dialogue Council and talking to buisness and government. One of them, the biggest, Solidarno\u015b\u0107 has a quiet big influence. We can\u2019t work with them due to there reactionnary position, (against abortion for exemple).<\/p>\n\n\n\n<p>Our discussion had to stop, Pawel need to run back to work.<\/p>\n\n\n\n<p><em>Interview conducted by F.
